Development of a Self-Diagnosis Grid for OHS Management in Small Garment and Metal Products Manufacturing Establishments

Small businesses with less than 50 workers (SBs), the main job creators in Quebec, have difficulties managing occupational health and safety (OHS). A unique approach to the problem is needed, which is characterized by the isolation of employers, their lack of resources, and the little economic incentive to invest in prevention. Indeed, many OHS specialists think that the intervention strategies and the generally accessible services have been developed for large businesses and therefore do not correspond to the reality of SBs. This unique organizational context thus requires an adapted intervention model. Several European countries have already studied OHS management in SBs. They have developed, among other tools, self-diagnosis grids for risks. The self-diagnosis and management grid takes account of the reality of SBs and guides the company through its own identification of the risks, to the possible solutions and the resources available for each type of problem. The aim of this study is to develop two grids, one for the garment sector and the other for the metal products manufacturing sector.
